Trump warns Mexico of 'tougher phase' if migration continues

Cuban migrants land on the Mexican side of the Suchiate River on the border with Guatemala after crossing on a raft near Ciudad Hidalgo Mexico early Tuesday

Mexico has reportedly promised to ramp up efforts to restrict the migrant flow towards the U.S. in response to an ultimatum by Trump where he threatened to slap a 5 percent tariff on all Mexican goods.

In his letter to Mexico's Senate, Ebrard says USA officials repeatedly pushed Mexico to agree to the safe third country provision, but that Mexico did not accept.

"That's the agreement that everybody says I don't have", Trump said at the White House Tuesday, holding one page of what he described as a lengthy deal.

'I don't want to say and you can just figure it out yourselves. I didn't do it on objective.

'If they bring the numbers way down, we won't have to use it. And James, first, can you shed light on whether there are details to this agreement between the US and Mexico that have yet to be revealed, as President Trump has implied? The suspense was cut short, however, when photos of some of the visible text began circulating online after photographers managed to snap photos of the paper made transparent by sunlight.

It also contained references to a regional asylum plan, which would involve several Latin American countries processing migrants' asylum claims in order to stave off USA tariffs, and to "45 days". If that fails, Mexico has agreed to consider a longstanding USA demand that Central American asylum seekers crossing through Mexico apply for refuge there, not the United States, making Mexico a "safe third country", a demand that Mexico has long rejected.

Mexico is due to deploy National Guard troops to its southern border with Guatemala on Wednesday as part of an agreement to cut the number of people who travel through Mexico in hopes of entering the United States.

However, officials have said that the Mexican government had agreed to this during secret talks in Miami between Kirstjen Nielsen, the former secretary of homeland security, and Olga Sanchez, the Mexican secretary of the interior in March.

The New York Times is standing by its story. The information isn't secret as the step was announced by Mexican foreign minister Marcelo Ebrard on Monday. In an apparent reference to the regional asylum concept, he said the United States was also talking to Brazil, Central American nations and Panama. I don't blame them, but this is actually ultimately going to be good for Mexico, too, and it's good for the relationship of Mexico with us, ' he said. Acting White House Chief of Staff Mick Mulvaney said separately at a conference in Washington that the deal relates to asylum and would be put in place if the immigration agreement doesn't stem the flow of undocumented migrants to the U.S.

I was in Juarez, Mexico last month assessing the impacts of the returns program - which swept up over 11,000 people, raising serious concerns about their access to fair process in the US.

U.S. Customs and Border Protection officials have said it's a crisis that's straining resources, while Trump and other Republicans have demanded Congress change the law to allow people to be held longer, and for asylum claims to be filed overseas.
