A European Space Agency (ESA) researcher says that the impending launch of the first batch of Elon Musk's "Starlink" Low Earth orbiting satellites could herald the start of the Kessler Syndrome, and turn space into a risky minefield.

In April, the Federal Communications Commission (FCC) cleared SpaceX's revised plan to fly over 1,500 Starlink internet satellites at a lower orbit.

In its final form, Starlink will consist of almost 12,000 satellites - six times the number of all operational spacecraft now in orbit - in several orbital "shells".

Satellite operators sometimes draw a distinction between usable capacity and aggregate capacity when discussing low-Earth-orbit constellations, since the constellations are generally designed for global coverage, but are unlikely to have customers in every location where beams are active. And rival OneWeb, which has attracted billions in investment from companies including SoftBank and Qualcomm, already has the first six satellites of its constellation up. In February, Airbus SE-backed OneWeb launched its own clutch of satellites, while LeoSat Enterprises and Canada's Telesat are also working to build data networks.

If SpaceX is successful, Musk said it would be able to generate revenue that far outpaces what it earns launching satellites into space on its rockets.

SpaceX is footing the bill for the launch, which Musk says is experimental in nature. He added, though, that SpaceX would be happy to launch any of his competitors' satellites.

Musk said SpaceX has "sufficient capital" to make Starlink operational but would potentially need to raise money if things go wrong with the multibillion-dollar endeavor, which he called "one of the hardest engineering projects I've ever seen done". Musk told reporters during a conference call Wednesday that the satellites in the first batch will be virtually identical to the mass production version.

All up, SpaceX plans to launch 4,000 satellites into its orbiting "mega-constellation". As many as 2,000 satellites will be launched per year, he said.

"Each company has to launch a certain number of satellites to provide commercial services", said Tom Stroup, president of the Satellite Industry Association in Washington.

SpaceX's first-generation satellites won't have intersatellite links, but will be able to use ground stations as relays to "ground bounce" signals around the world, he said.
