Facebook to ban users from Live streaming if they violate community rules

The summit is co-sponsored by New Zealand Prime Minister Jacinda Ardern and French President Emmanuel Macron

It comes after Facebook announced on Tuesday evening that it would begin banning users who don't respect its guidelines around live-streaming events. Facebook, Google and Twitter struggled to swiftly take down copies of the violent video as fast as it spread on the web, prompting an worldwide backlash from regulators who felt malicious actors had evaded Silicon Valley's censors too easily.

New Zealand Prime Minister Jacinda Ardern said the change addressed a key component of an initiative, known as the "Christchurch Call", she is spearheading to halt the spread of violence online. However, the company did not specify what actions could lead to a strike, or how long it might last.

In addition to these new live-streaming restrictions, Facebook also said it's investing in research to prevent incidents like the rapid spread of the Christchurch shooter video, which was modified in order to avoid detection and allow reposting.

In a statement, Facebook said that anyone sharing "violating content" like a statement from a terrorist group without context would be blocked from using Facebook Live for a set period, such as 30 days.

"The United States stands with the global community in condemning terrorist and violent extremist content online in the strongest terms", the White House said in an emailed statement Wednesday.

Ardern has said the research was welcome and that edited and manipulated videos of the March 15 mosque shootings had been slow to be removed, resulting in many, including herself, seeing it played in Facebook feeds.

While Facebook chief operating officer Sheryl Sandberg said livestreaming safeguards would be explored, chief executive Mark Zuckerberg has already said that putting a delay on livestreams would fundamentally break the service. But the First Amendment's protections for free speech have left many policymakers reluctant to regulate social media even when those companies have erred.

The systems would not have to actively remove unsafe content, but could filter them out so they are not recommended or shown in people's search results and news feeds, limiting their spread.
