Attorney General William Barr is returning to Capitol Hill for a second time this week as lawmakers, the White House and the American public anxiously await his release of special counsel Robert Mueller's Russian Federation report.

The new attorney general's budget testimony - traditionally a dry affair, and often addressing the parochial concerns of lawmakers - came as Democrats were enraged that he was redacting material from the report and frustrated that his summary framed a narrative about Trump before they were able to see the full version.

Barr's new probe is separate from an existing investigation by the Office of the Inspector General into how a FISA warrant to surveil Trump campaign adviser Carter Page was obtained, the source said, while Barr told the House panel that the OIG investigation would be finished within the next few months.

Barr was testifying for a second day at a congressional budget hearing that was dominated by questions about special counsel Robert Mueller's Trump-Russia investigation.

Other Democrats made similar comments on Barr's decisions related to the review of Mueller's probe, which, according to Barr, found no evidence of collusion and did not make a determination on obstruction of justice. Brian Schatz if he wanted to rephrase his language, Barr said, "I'm not sure of all the connotations of that word that you're referring to, but you know, unauthorized surveillance".

"I feel that I have an obligation to ensure government power was not abused", Barr said.

While Barr's letter said the special counsel did not find a criminal conspiracy between Russian Federation and Trump associates during the 2016 election, it also said Mueller had presented evidence on both sides of the obstruction question and ultimately did not reach a conclusion on it.

Barr said "the letter speaks for itself" and revealed that he gave Mueller an opportunity to review the letter, but he declined. "So I think it's important in our oversight role to release the full report to Congress".

Barr's testimony on Wednesday further inflamed the Democrats.

Barr said he did not believe Mueller's evidence was sufficient to prove that Trump had obstructed justice.

Facing the intensifying concerns from Democrats that he may have whitewashed Mueller's findings, Barr has twice moved to defend, or at least explain, his handling of the process since receiving the special counsel's report.
