Brexit: May rebuffed by European Union leaders in Brussels

Video shows Theresa May in tense exchange with EU ahead of second day of summit

"I have no mandate to organise any further negotiations", he said.

"And what came out of that was his clarity that actually he'd been talking - when he used that particular phrase - he'd been talking about a general level of debate", she said. "We have to exclude any further opening of the withdrawal agreement", Tusk said.

The French President Emmanuel Macron piled on the pressure, saying the Brexit deal was now "in the hands of the British parliament" and he called on MPs to take a clear position on whether to accept or reject it.

Tusk said he would not negotiate with May over a legal guarantee, but that he would be available to her over the Christmas period.

She said that without the promise of help she would put her Brexit deal to a vote in the Commons next week.

She said there is still work to be done and said her discussions have shown "further clarification and discussion is in fact possible". But, speaking at a defiant press conference, she insisted she could get the refinements needed in time for a vote on her deal, which she has promised by January 21.

May chose to cancel parliament's vote on her Brexit deal earlier this week amid MPs' anger over the arrangement, which would tie the United Kingdom into a customs union with the EU until a permanent solution can be found to prevent a hard border in Ireland.

When asked by Eddie why Justin had voted to leave in the first place, the caller said that he had thought decisions were being made outside the country and that there was a lot of red tape, but indicated that it had now become apparent to him that he thought the United Kingdom should stay in the EU.

"Our UK friends need to say what they want, instead of asking us to say what we want", said Mr Juncker.

Mr Juncker admitted the pair exchanged firm words saying, "We were not dancing", but moved to hose down the supposed conflict, inferring he and Mrs May had kissed and made up.

While the leaders may give more (non-binding) political assurances, they have insisted they cannot re-open the terms of the agreement.

"There is a majority in my Parliament who want to leave with a deal so with the right assurances this deal can be passed", she said in prepared remarks released by No 10 Downing Street.

She added: "It is in the overwhelming interest of people in the European Union and United Kingdom to get this done as soon as possible".

"I had a robust discussion with Jean-Claude Juncker".

Having survived a no-confidence challenge from her own MPs in Westminster on Wednesday, the prime minister had a bruising night in Brussels where her plea for meaningful changes to the Brexit deal was rejected by European Union leaders.

But Labour leader Jeremy Corbyn has said Mrs May's deal is "dead in the water" and that the PM has "utterly failed" to change her "botched deal".

"I did not refer to her but to the overall state of the debate in Britain".

He described the talks as "a welcome first step that was the removal of uncertainty" over the EU's intentions, because it has shown it wants a "speedy United Kingdom trade deal" that would remove the need for the backstop in the first place.
