But the vote on the resolution to condemn Hamas was 87 in favor against 57 opposed, with 33 abstentions - a plurality but below the two-thirds requirement to adopt it.

The United States changed its initial draft resolution to get backing from the 28-nation European Union, adding that it supports a comprehensive peace agreement "bearing in mind relevant United Nations resolutions".

Hamas said the failure to pass the resolution was "a serious failure for the "bullying policy" of the Trump administration adopted in the region".

In an official statement, Hamas thanked United Nations member states "that stood by our people's resistance and the justice of their cause" and attacked Haley who it said "is known for her extremism and her positions that support the Zionist terrorism in Palestine".

Outgoing US Ambassador to the United Nations Nikki Haley had written to member states on Monday to urge them to vote for the US-drafted text, warning them: "The United States takes the outcome of this vote very seriously".

Israeli Ambassador Danny Danon lamented after the vote that a decision to condemn Hamas had been "hijacked" by procedural votes and hailed the "broad support from the world" for condemning Hamas. "The draft resolution is adopted".

Thursday's resolution does not only target Hamas, he said, but rather multinational support for the Palestinian people.

Iran's Deputy UN Ambassador Eshagh Al Habib accused the United States of trying to deflect the attention of the world from the root causes of the conflict and said "we recognize Hamas as a legitimate resistance movement fighting for the liberation of Palestinian territory from foreign occupation".

He said all resolutions put forth by the Palestinians seek balance, and he thanked countries that did not follow the U.S. call to condemn Hamas.

In a statement early Friday, Hamas thanked the states that voted against the resolution and rebuked those who voted in favor.

Mahmoud Abbas, president of the Palestinian Authority in the occupied West Bank, also welcomed the resolution's defeat saying: "The Palestinian presidency will not allow for the condemnation of the national Palestinian struggle".

Speaking on behalf of Saudi Arabia, Bahrain, the United Arab Emirates and Yemen, Mouallimi denounced rockets against Israeli civilians but said the proposed resolution aims to provide cover for Israeli violations against Palestinians.

In the past week, a number of Ramallah-based Palestinian officials came out against the resolution.

"The resolution itself was just transparently Israeli talking points - it didn't mention the military occupation, the siege of Gaza, Israel's daily attacks against Palestinians in Gaza and the West Bank".

The Palestinians have severed ties with the Trump administration after the decision a year ago to move the U.S. embassy to Jerusalem and declare the city Israel's capital. "The victory will be in addition to the Palestinian right, no matter how long".

The amendment outlined the basis for comprehensive Israeli-Palestinian peace and referred to a December 2016 Security Council resolution that condemned Israeli settlements in the West Bank and east Jerusalem as a "flagrant violation" of worldwide law.

The assembly was to vote later on a Palestinian-drafted measure, presented by Ireland, calling "for the achievement, without delay, of a comprehensive, just and lasting peace in the Middle East" based on United Nations resolutions. It passed by a wide margin.
