Chelsea one of five Premier League clubs under investigation from Federation Internationale de Football Association

French investigative website Mediapart reported on Thursday (AEDT) that FIFA's Integrity and Compliance unit would seek to impose a two-year transfer ban on the clubs as well as a fine of 500,000 Swiss francs ($A683,660). "This a massive investigation that will implicate a number of clubs". Bertrand Traore's signing by the club is a part of the Federation Internationale de Football Association investigation as well.

It is believed at least four other Premier League clubs are under investigation and some of the biggest clubs in Europe are also being looked into.

The proceedings are ongoing and, to date, no decision has been passed by the Federation Internationale de Football Association judicial bodies.

The only exceptions relate to transfers within the EU or European Economic Area.

And now The Times report that a judgement from FIFA's Integrity and Compliance has recommended that the west London club be banned for four transfer windows following 13 further offences. "It will touch most of the big clubs around Europe and in the Premier League", a source close to Telegraph revealed.

Spanish giants Barcelona, Real Madrid and Atletico Madrid have already been found guilty of infringements, with the Catalan giants and Atletico each serving a two-window embargo.

Traore was signed by the Blues in January 2014, immediately after his 18th birthday, but was pictured playing in an Under-18s game against Arsenal aged just 16.

Traore went on to make 10 Premier League appearances for Chelsea before being sold to Lyon in June 2017.

Real Madrid and Atletico Madrid received transfer bans for breaching rules over the signing of minors in early 2016 and were fined £246,700 and £816,800 respectively.
