Addressing the conference, Mr Hancock said the population had been too focussed on "rights" and now needed to look at "responsibilities".

But she also stressed that it is "not only hospitals that are feeling the strain and we urgently need greater investment in general practice - both extra funding and additional numbers of Global Positioning System and other healthcare professionals - before we can take on the responsibility of caring for and supporting even greater numbers of patients".

He will say: "In the United Kingdom, we are spending £97 billion of public money on treating disease and only £8 billion preventing it across the UK".

"While we have seen some positive improvements, the scale of the change required in many areas, such as childhood obesity, requires ambitious action and rests on the government being able to deliver on these promises".

He said: "He asked about the economic causes of ill health".

Focusing on prevention will help to tackle health inequality, he will add.

It comes after last week's Budget, when Chancellor Philip Hammond promised an extra £20.5bn for the NHS over the next five years.

Mr Hancock also called on employers to play a greater role in improving the health of their staff, and in their rehabilitation when they fall sick.

Chris Hopson, chief executive of NHS Providers, also welcomed the green paper, but said that it must be backed by real action to make "prevention a central pillar of the long-term plan for the NHS".
