The statement said that senior European Union figures like Donald Tusk, Jean-Claude Juncker and chief Brexit negotiator Michel Barnier "and indeed Theresa May herself" have all said there will not be a deal "without a legal guarantee of no hard Border in Ireland".

Her cabinet is due to hold talks over the plan on Monday, with a potential European Union summit pencilled in for the end of November, if they agree enough progress has been made.

Mr Varadkar's spokesman said the Irish premier indicated he was ready to consider proposals for a review mechanism, but only if it was clear that the arrangement can not be ditched by one side acting alone.

But Downing Street has reportedly dismissed the report as "speculation".

The EU's deputy chief Brexit negotiator, Sabine Weyand, retweeted Coveney, saying: "Still necessary to repeat this, it seems".

Reports at the weekend suggested that the EU is now ready to contemplate concessions which would keep all of the United Kingdom in a temporary customs union following the end of a transition period due to end on December 31 2020.

Theresa May's proposed concessions to Brussels, initially laid out in her so-called "Chequers Plan", led to Secretary of State for Brexit and nominal lead Brexit negotiator David Davis resigning from her Cabinet along with junior minister Steve Baker, followed not long after by Foreign and Commonwealth Secretary Boris Johnson - the ad hoc leader of the Vote Leave group which was designated as lead Brexit campaign during the European Union referendum.

Boris Johnson, the former Foreign Secretary, denounced an agreement along those lines as an "absolute stinker" and urged Cabinet ministers to reject it.

There would be an "exit clause" from the customs union in a bid to convince Brexiteers that it is not a permanent arrangement as May looks to secure votes to get the deal through Parliament, added the paper.

At the same time, the Sunday Times reported that the Prime Minister was on course to agree a future economic partnership that would leave open the possibility of a Canada-style free trade deal sought by Brexiteers.

"From social policy to the environment, from agriculture to industrial standards to immigration, when Brussels says "Jump", the British answer will be 'How high?'" he said.

"We are choosing wholesale subjection".

The Taoiseach also said the UK's withdrawal from the bloc had undermined the historic Good Friday Agreement that ended three decades of violence in Northern Ireland and called for a guarantee that there would be no return of a hard border with the Republic.

"Theresa May came from "not in a customs union" to being temporarily in a customs union". Under this plan we surrender control to Brussels. The prime minister has been clear that we are making good progress on the future relationship and 95% of the withdrawal agreement is now settled.

"I think it sends a very strong message that the nationalist community here are not going to stand idly by and allow the British Government to disrespect them when it comes to their rights, they're not going to allow the north to become a backwater when it comes to marriage rights or language rights", she said.
