Uganda, at 'big risk' for Ebola, says Congo is managing well

The WHO's emergency response chief, Peter Salama, previously told HuffPost that this has been the "most hard context" for dealing with an Ebola outbreak ― ever.

Aid organisations have expressed alarm as the rate of new cases has more than doubled this month and community resistance to Ebola containment efforts in some cases has turned violent.

Steffen said the committee had based its conclusions on three criteria - whether the outbreak was extraordinary, whether there was a risk of worldwide spread, and whether there was a requirement for an global response.

Following an International Health Regulations Emergency Committee meeting, the WHO concluded that the outbreak is of high regional importance, but is not now a global threat - and due to strong government leadership and a robust international response team already in place, there was no "added value" to declaring a PHEIC, they said.

The current outbreak of the highly infectious Ebola virus in northeastern Congo has had 185 confirmed cases, including 107 deaths.

The disease is flaring up in another province, and the response is being concentrated in this area, he said, "so we do have some optimism that this outbreak, just like the one in May, will be brought under control within reasonable time".

An Associated Press investigation found World Health Organization delayed declaring the outbreak to be a global emergency for months, partly out of fears such an announcement would anger the African countries involved or hurt their economies.
