State news agency Tass Wednesday cited an unnamed "diplomatic-military source" as saying the hostages were seized in a raid on a refugee camp and were demanding Syria free IS members.

"We have no concept of a preemptive strike", Putin told a forum of worldwide experts in the southern city of Sochi in response to a question from the audience.

The terrorists issued an ultimatum promising to execute 10 people every day, according to Reuters.

The Russian leader said the hostages included Europeans and Americans, and that IS was expanding its control in eastern Syria.

Putin did not elaborate on the militants' demands.

Speaking in the Black Sea resort city of Sochi on Thursday, Putin said the hostages included several USA and European nationals, adding that Islamic State was expanding its control in territory on the left bank of the River Euphrates controlled by U.S. and US-backed forces.

TASS said the militants had kidnapped around 130 families and taken them to the city of Hajin.

However, the United States has cast doubt on Russia's claim that IS took any hostages on 13 October.
