Iranian President Hassan Rouhani Monday ridiculed the Trump administration's plan for strict USA sanctions against his country set to start in November, calling the threat nothing more than an "empty promise" that won't work.

President Trump and his Iranian counterpart will offer duelling addresses to the United Nations today after threats of new USA sanctions and a claim from the Supreme Leader that American allies funded an attack on a Revolutionary Guard parade on Saturday.

Prior to the US sanctions threat, Seoul imported 180,000 barrels per day of Iran's crude oil, according to the report.

Iran's supreme leader Ayatollah Ali Khamenei has accused USA allies Saudi Arabia and the United Arab Emirates of supporting Arab separatists who killed 24 people at a military parade last week in southwestern Iran.

The statement said that the participants also "welcomed the fact that updates to the EU's "Blocking Statute" and the European Investment Bank's external lending mandate to make Iran eligible entered into force on 7 August".

Following his decision to withdrawal from the nuclear deal, Trump reimposed economic sanctions on the Islamic Republic last month.

Secretary of State Mike Pompeo, the U.S. Ambassador to the United Nations Nikki Haley, and National Security Adviser John Bolton held a news conference Monday at the United Nations General Assembly in NY. In July, Trump said he would be willing to meet Iran's leader without preconditions to discuss how to improve ties.

The value of Iran's currency, the rial, has been damaged by the new U.S. policy.

Rouhani said as those who backed Saddam were forced to repent and the United Nations finally declared Saddam as the initiator of the war against Iran "such a thing will happen to Trump, and what happened to Saddam will happen to America".

"Rouhani can not take such a risk because, after Trump's withdrawal from the deal, his hardline rivals are in a stronger position in Iran", said an Iranian official.

On Thursday, Trump called on OPEC to lower prices, after benchmark Brent oil reached $80 a barrel, mainly stemming from a decline in exports from Iran, because of fresh US sanctions. Kharg Island provides a sea port for the export of oil and extends Iranian territorial sea claims into the Gulf oil fields. European countries are trying to salvage the landmark accord.

The Joint Comprehensive Plan of action, as the nuclear deal is officially known, was negotiated during the U.S. presidency of Barack Obama.
