Kremlin says U.S. is using sanctions to squeeze Russia out of arms trade

In a briefing on the sanctions enforcement measures, the US State Department cited China's recent purchases of Russian arms, including Sukhoi fighter jets and S-400 surface-to-air missile systems.

China's Foreign Ministry spokesman Geng Shuang, however, said the sanctions "seriously violated the basic norms of global relations and seriously damaged the relations between China and the United States", NBC News reports.

He warned that the United States would face "consequences" if it did not immediately revoke the sanctions.

India and Russian Federation signed an agreement in 2016 to buy the "Triumf" S-400 missile system in 2016 but the U.S. law CAATSA (Countering America's Adversaries Through Sanctions Act) could be a hurdle.

However, officials tracking the developments on the deal say there has been an understanding between the two countries and the USA law should not come in the way of the deal.

China's purchase of the weapons from Rosoboronexport, Russia's main arms exporter, violated a 2017 law, the Countering America's Adversaries Through Sanctions Act, meant to punish the government of President Vladimir Putin for interfering in US elections and other activities.

China has told the Trump administration to remove punitive sanctions against its military, or "bear the consequences".

The countries' diplomats say they fear the play will backfire, allowing Iran to blame an outside entity for the country's issues. Some sanctions took effect on August 6, while those affecting the oil and banking sectors will start from November 4.

The US claims China has contravened the terms of a US sanctions bill signed in 2017.

This is the first time the U.S. has issued penalties under Caasta - Section 231 of the United States law which prevents individuals from doing business with anyone placed on the blacklist.

A senior administration official said: "The ultimate target of these sanctions is Russian Federation".

The US will be adding 33 more people to its black list, some of whom have been indicted for interfering in the 2016 presidential election by hacking Democratic targets.

"We will continue to vigorously implement CAATSA and urge all countries to curtail relationships with Russia's defense and intelligence sectors, both of which are linked to malign activities worldwide", State Department spokeswoman Heather Nauert said in a statement.

Moscow said Washington was rocking global stability and said sarcastically that placing sanctions on Russian Federation has become Washington's favourite "pastime".
