Two men in their 70s were killed in Lenoir County. And a man was knocked to the ground while outside and died, authorities said.

Governor Cooper said half a million customers in North Carolina were without power and it could take weeks for it to be fully restored.

"The shelters are not taking dogs", Ramirez said.

"The infrastructure is going to break", Long said Thursday morning.

Flood conditions will worsen through the relentless rainfall over the next couple days, officials warned.

The storm was expected to become a tropical depression on Saturday and significant weakening was expected over the weekend, the NHC said in a bulletin. A spokesperson for the ABC affiliate said that roads around the building were flooding. The crews tried to move the debris with a front loader, but a tree went through the windshield, causing further delays, the officials said.

In Jacksonville, North Carolina, next to Camp Lejeune, firefighters and police fought wind and rain as they went door-to-door to pull people out of the Triangle Motor Inn after the structure began to crumble and the roof started to collapse.

Florence's remnants are expected to keep traveling north and then northeast, and could drop several inches of rain in eastern Tennessee and eastern Kentucky, southwest Virginia, West Virginia and Pennsylvania. "I see the beach communities' being inundated with water and destruction that will be pretty, pretty epic".

More than 505,000 homes and businesses are already without power, and energy companies warn up to three million homes and businesses could lose electricity.

North Carolina alone is forecast to get 9.6 trillion gallons, enough to cover the Tar Heel state to a depth of about 10 inches (25 centimeters).

"Florence is here to stay for awhile", McMaster said from Columbia Friday afternoon.

"These are folks who chose to stay and ride out the storm for whatever reason, despite having a mandatory evacuation", she said. As Cooper said, "There's nowhere for the water to go".

"We're in God's hands", said Rick Foreman, pastor at West Lumberton Baptist Church, as the Lumber River steadily rose Friday and local residents filled sandbags.

Some of the worst flooding was in the town of New Bern, where many residents were trapped in their water-logged homes. Volunteers are using private boats to pitch in and help, city spokeswoman Colleen Roberts said. Rivers swelled not only with water but with the carcasses of livestock.

The city of New Bern, with a population of around 30,000, is under a mandatory evacuation, according to The Weather Channel.

"It's like a bomb has gone off", Zaytoun told "Good Morning America" Friday.

"I love a good storm". On average, a hurricane will hit North Carolina once every five years.

Fifteen people, including an infant, were killed as Florence battered the coast off North and SC on Friday and into Saturday. "That's why we've been preaching to people that you have to get away from the water".

Some parts of North Carolina have already seen surges as high as 10ft (3m) in places.

Shaken after seeing waves crashing on the Neuse River just outside his house in New Bern, restaurant owner and hurricane veteran Tom Ballance wished he had evacuated.

"I know North Carolinians".
