Malcolm Turnbull dumps NEG in bid to stop leadership challenge

Home Affairs Minister Peter Dutton's assurances did not go far in quelling leadership speculation

Malcolm Turnbull abandoned plans to pass laws that would force a 26 per cent cut in Australia's carbon emissions after government MPs threatened to oppose it in parliament and some plotted to end Mr Turnbull's tenure as prime minister after nearly three years.

"In politics you have to focus on what you can deliver", Mr Turnbull told reporters on Monday.

The government will attempt to legislate new powers to threaten power companies with a "big stick" if they fail to bring down prices, including the ability to break up the generation and retail arms of energy giants as a "last resort".

Mr Turnbull's U-turn alters a key plank of his signature energy policy, and follows a revolt by conservative MPs within his government.

Former Prime Minister Tony Abbott and other conservative MPs have been vocal in their criticism of the government's energy guarantee, prompting last-minute changes.

Asked about leadership speculation, Mr Turnbull said: "I enjoy the confidence of the cabinet and of my party room".

"We have the right policy mix and if we are united we will win the next election".

The poll shows the Government's primary vote has slumped 6 per cent to 33 per cent over the last month, mirroring the Government's poor showing in the Longman by-election.

Media reported government members were being sounded about support for a challenge to Turnbull's leadership, with Home Affairs minister Peter Dutton seen as the most likely potential challenger, although ministers tried to downplay talk of division.

Education minister Simon Birmingham said the NEG still had "overwhelming" support of cabinet but warned the "handful" of individuals agitating for a leadership spill to "think about the consequences of continuing to cause that trouble".

"He has given me his absolute support", Turnbull said of Dutton.

It comes amid media reports that Mr Turnbull could face a leadership challenge if the issue is not resolved.

Labor has not formally declared its opposition to the proposed legislation, although Opposition Leader Bill Shorten has said he wants a higher emission reductions target than the 26 per cent Australia has committed to under the Paris climate agreement.

"Let Labor be the people who rabbit on about emissions and renewable power and saving the planet", he said.

"I'm not as pessimistic", Senator McKenzie said.
