National Liberation Day is the only holiday that both Koreas celebrate on the same day.

"The Community will expand the horizon of the Korean economy to the northern part of the continent and become the main artery of mutual prosperity in Northeast Asia", Moon said.

Putin has been kept waiting for an answer after asking Kim to attend next month's economic forum in Vladivostok, but Pyongyang did confirm this week that South Korean President Moon Jae-in will visit the North Korean capital "within September".

North Korea has called for a peace declaration before moving forward with nuclear talks.

"Peace and prosperity of the Korean Peninsula depends on what we do".

Lim Jeong-hyeon, a resident of Uiwang City in Gyeonggi Province, said she knows unification is "obviously the right thing to do", but the costs of unification would fall upon members of South Korea's younger generation.

But in order for the project to proceed, North Korea should carry out practical denuclearization steps so that global sanctions barring foreign investments or business deals with Pyongyang could be lifted. He added that the North must take strong actions toward denuclearization.

Currently, worldwide sanctions put on North Korea for its nuclear and ballistic missile tests do not permit a major railway project.

The buildup to worldwide multi-sports events such as these, on the peninsula at least, typically focuses on the level of cooperation between North and South Korea and whether sport can be used as a vehicle to bring them closer together.

Soon after Moon and Kim's first meeting in April, officials from the two Koreas began exploring how the countries could link their rail systems.

The South Korean president helped bring about the historic summit in June between Kim and U.S. President Donald Trump in Singapore.

The 54-year-old former CIA Director has indicated that the only acceptable outcome for the United States out of all of these negotiations is the "complete, verifiable, and irreversible denuclearization of the Korea peninsula".

The U.S. State Department said on Tuesday that no official meetings or negotiations are now planned between Washington and Pyongyang, but that informal talks continue on a regular basis.

"Developments in inter-Korean relations are not the byproducts of progress in the relationship between the North and the United States".

The three-year conflict ended in an armistice, not a peace treaty, leaving the two Koreas technically at war.
