A man has been arrested on suspicion of terrorism offenses after a auto was driven into barriers near the UK's Houses of Parliament in Westminster, London on Tuesday morning, injuring three people.
He was not known to police or security agency MI5, counter-terrorism head Neil Basu said in an interview outside Scotland Yard.
A police woman patrols on Westminster Bridge after a auto crashed into security barriers outside the Houses of Parliament, in London, August 14, 2018.
"The police will be looking at this man's background, his identity - they'll either know it or they will be working towards it", she said. No other suspects have been identified and police believe there is no further threat to Londoners, he said.
They added that no weapons have been recovered at this stage and there was nobody else in the vehicle at the time. Basu said the suspect's auto was not being followed just before the incident.
The collision "appears to be a deliberate act", according to police, who said the suspect was not now cooperating.
Another witness said a man in a black jacket was removed from the auto by police, adding that the attack took place near the House of Lords, the U.K.'s upper chamber of Parliament.
"The driver did not get out". "I could see the pedestrians been seen to", he said, "my first instinct was to get away".
"It was a small silver auto and he hit it at such speed the vehicle actually lifted off the ground and bounced", Williams said.
"It's a very serious incident", bystander Jason Williams told reporters, adding that the attack looked "deliberate". How do you do that by accident?
Following the suspected attack this morning, Khan said he was in "close contact" with the Met Police commissioner about the incident.

Google reportedly working on Windows 10 dual boot feature for Chromebooks
It could be at the firm's hardware event in a couple of months, and Alt OS/Campfire would be a feature of a possible Pixelbook 2. While the report doesn't say anything about processor requirements, most ARM-based Chromebooks won't work with Windows 10.
"At this stage, officers do not believe that anybody is in a life-threatening condition", police said. None of the injuries were life threatening and health officials said two people have been treated.
The incident unfolded at about 7:37 a.m. local time.
Armed police officers attended the scene in Westminster this morning after a vehicle collided with the security barriers outside the Palace of Westminster.
Two white vehicles appear to be behind the auto shortly before the crash but Mr Basu insisted: 'There was not a police auto in pursuit of the vehicle'.
Footage on social media showed a handcuffed man being ledaway by heavily armed police.
Witness Ewalina Ochab told Britain's domestic Press Association (PA) news agency that the incident "looked intentional".
She said: "I was walking on the other side [of the road]".
Barry Williams, a BBC member of staff, said: "I heard lots of screams and turned round".
'I turned around and I saw a silver auto driving very fast close to the railings, maybe even on the pavement'.
An unnamed eyewitness told British broadcaster the BBC that the driver "drove at speed" toward the barriers and that his actions looked deliberate.
U.S. President Donald Trump was less measured, tweeting that the crash was "another terrorist attack in London".
