How the New NCAA Policy Could Affect UTEP Men's Basketball

Previously, players had a specific date where they had to withdraw from the draft if they wanted to maintain their college eligibility; now, they can go all the way through the draft process and still return to school if they do not get selected.

The NCAA launched a commission and set of subcommittees to address the fallout from the FBI investigation into the college basketball industry, resulting in several policy shifts, including the assigning of responsibility to USA Basketball for something the organization had already told the NCAA it wanted no part: bearing responsibility for selecting elite senior high school prospects who will be allowed to sign with registered agents. All players who are invited to the NBA Combine, but don't hear their name called on draft night, are allowed to return to their collegiate teams.

When a college player declares for the NBA Draft, he forgoes his eligibility as a student-athlete.

"Sweeping" reforms to college basketball recruiting and the pre-NBA Draft process were announced by the NCAA Aug. 8. Supposedly, USA Basketball will be charged with determining who qualifies.

The more things change, the more they stay the same with the NCAA.

For the new rules to work, the NBA and USA Basketball would have to stop using the one-and-done rule, where players can move on to the NBA after playing one year of college basketball. The agents can cover minimal costs, such as meals and travel expenses related to gauging interest in professional opportunities. The NCAA noted that might first require revisions to the Uniform Athlete Agent Act — a version of which is in place in more than 40 states to regulate unethical agent conduct.

"My question is, what if there are no scholarships at that school because they gave the scholarships away because they thought he was leaving?" A pair of independent groups will be assigned to manage and solve complex cases.

On the enforcement side, the NCAA said those investigating NCAA cases can now accept information established by another administrative body, such as courts of law or government agencies. The NCAA will be holding School Officials, including the Coaching Staff more accountable and will be looking for better cooperation with investigators.

Federal prosecutors announced last fall they had charged 10 men — including assistant coaches at Arizona, Auburn, USC and Oklahoma State along with a top Adidas executive — in a fraud and bribery scandal.
