NCAA announces transfer, redshirt rule changes

The new transfer rule goes into effect October 15. The rule will put an end to a debatable practice wherein a DI coach would prevent an athlete wishing to transfer from contacting specific schools (usually rival schools).

Under the old transfer rules, athletes had to receive permission from their current school to contact other coaches while pursuing a transfer.

The NCAA Division I Council says there will be a new "notification of transfer" model, which creates a system where a student informs his or her school of the desire to transfer, then the school is required to register the student in a national transfer database within two business days and then other coaches are free to contact that athlete.

American Football Coaches Association executive director Todd Berry lobbied for the redshirt rule change for years and reiterated it had "unanimous" support from the coaches. When defensive tackle Antwuan Jackson made a decision to transfer from Auburn after the 2016 season, Jackson said that Auburn would block him from transferring to another SEC school, Ohio State, Clemson or Georgia.

Even with the new rule, conferences could still restrict athletes from transferring within the league.

The new rule will have the greatest impact on true freshmen as they get acclimated later in the season, players recovering from offseason injuries that might otherwise miss a whole year and players who were going to redshirt but would've lost a year of eligibility late in the season due to a lack of depth and injuries at their position.

The NCAA is changing a rule that allows schools to block student-athletes from transferring to different programs.

Much of the talk about transfers focuses on the so-called year-in-residence, the one year a player in the most high-profile sports such as football and basketball must sit out after switching schools.

As we've seen in recent weeks with the SEC voting to allow inter-conference graduate transfers, the Power Five conferences can implement their own nuances to a national rule.

"Another financial aid element, autonomy legislation that governs when a school can reduce or cancel aid, may be adjusted next week by the autonomy conferences". Currently, a student's notification of intent to transfer at the end of a term is not one of the listed reasons a school can use to cancel aid. Now that will be re-examined in the fall.
