The US, France and Britain have been consulting about launching a military strike within days, and US President Donald Trump tweeted Wednesday that missiles "will be coming".
The Daily Telegraph newspaper said May had ordered British submarines to move within missile range of Syria in readiness for strikes against the Syrian military.
Britain has launched air strikes against Islamic State militants in Syria, but not against the country's government.

The crisis has evoked memories of the Iraq War, which was approved by parliament and left 179 British soldiers dead and unleashed years of sectarian violence.
Further, the Russian ministry has also claimed to have certain evidence proving the direct involvement of the USA in Syria chemical attack.
A YouGov poll in The Times conducted this week found that 43 percent of voters oppose strikes in Syria, with 34 percent unsure and only 22 percent supportive.
Other members of May's Conservative party have urged restraint in a highly fraught situation. She changed her tone speaking to reporters Wednesday afternoon, insisting that "all the indications" were that the Assad regime was responsible for the "shocking, barbaric" attack. "And what happens after".
