'Unusual' email raises questions about 'by the book'

Lindsay Graham wants Susan Rice to explain the contrived “CYA” email she sent to herself

Now, the Republicans want Rice to explain her email. Was Susan Rice commiserating with friends while he took the oath of office?

"President Obama began the conversation by stressing his continued commitment to ensuring that every aspect of this issue is handled by the Intelligence and law enforcement communities "by the book".

Rice's protestations that the Intelligence Community (IC) remained "by the book" smack of desperation in the very last moments she herself spent in the White House.

Top Republican senators are demanding answers from Susan Rice as a newly discovered email sheds light on possible wrongdoing by the Obama-era Federal Bureau of Investigation and DOJ.

"6. Other than that email, did you document the January 5, 2017 meeting in any way, such as contemporaneous notes or a formal memo?"

However, that January 6, 2017 meeting with Trump is referred to in Comey's congressional testimony. Lindsey Graham, who revealed the discovery of the email, are asking Rice how Comey responded to Obama's "by the book" comment, since it's now known that the Clinton campaign and the Democratic National Committee were working behind the scenes to pay for political dirt on Trump. Remember, the dossier had already been used at that point in the FISA Court to authorize surveillance of Page; the FBI might have been reluctant to share details from the document with Trump since he, conceivably, might end up a target of the investigation himself. On its face, it seems clear (and it is remarkable that this is so) that weeks before President Trump's inauguration, the President, the FBI Director and others were wary that it might not be safe to share classified information about Russian Federation with members of the Trump team or perhaps even Trump himself. If that happened, the "by the book" instruction would presumably mean that Comey or other underlings were at fault, not Obama. "During the meeting, did Mr. Comey describe the status of the FBI's relationship with Mr. [Christopher] Steele, or the basis for that status?" they asked. Yet Obama presumably said that he might want to prevent the full sharing of information regarding Russian Federation. The "law enforcement" apparatus has to work according to normal protocols, he allegedly said, but the counterintelligence apparatus is a separate matter.

"What. caused her to write this?" Is that why Obama was leery of Trump being briefed on the contents of the dossier?

Rice wrote that Obama said "he wants to be sure that, as we engage with the incoming team, we are mindful to ascertain if there is any reason that we can not share information fully as it relates to Russian Federation". All I can figure is that she wanted to use her last moments as a federal employee on Inauguration Day to make sure that some account of the meeting was vacuumed up in the National Archives for investigators to find later.
