UN: Afghan civilian casualties decreased 9 percent in 2017

A total of 4,403 women and children were either killed or wounded during the year in what Tadamichi Tamamoto, the UN Secretary General's Special Representative for Afghanistan, called "appalling human suffering".

A total of 10,453 civilian casualties - 3,438 people killed and 7,015 injured - were documented in the 2017 Annual Report released today by the UN Assistance Mission in Afghanistan (UNAMA) and the UN Human Rights Office.

U.S. President Donald Trump under his new Afghan war strategy has instructed military commanders to step up ground and air operations against the Taliban to force them to come to the negotiating table.

At almost 2,300, 2017 recorded the highest number of civilian casualties from suicide and complex attacks in a single year since the United Nations mission began documentation in 2009. But the figures highlighted the high number of casualties caused by militant bombs, the United Nations said.

It attributed about two-thirds of civilian casualties to antigovernment elements such as the Taliban and the Islamic State extremist group, while pro-government forces caused one-fifth of all casualties.

The decrease was mainly due to Afghan security forces being more considerate of civilian casualties by, for example, reducing indiscriminate fire into densely populated areas.

Aerial operations conducted by the Afghan military and the global forces operating in the country, including the United States, accounted for six percent of all of the civilian casualties in Afghanistan a year ago.

"Afghan civilians have been killed going about their daily lives - traveling on a bus, praying in a mosque, simply walking past a building that was targeted".

Afghan President Mohammad Ashraf Ghani said during a press conference on Sunday that the Taliban-claimed January 27 attack near a public hospital, in which over 100 people got killed, was "Afghanistan's 9/11".

The letter has mentioned that the continuance of war and remaining of U.S. forces in Afghanistan is not in favor of anyone and that this "threatens the stability of the world".

To date, no group has claimed responsibility for the attack.

UNAMA reported a five percent rise in female deaths at 359, with 865 injured.

"2017 recorded the highest number of civilian casualties from suicide and complex attacks in a single year in Afghanistan", the report said, with 605 killed and 1,690 wounded from such incidents.

The UN also points out that airstrikes by global and Afghan forces caused more casualties than the previous year.

The number of child casualties - 861 killed and 2,318 wounded - was 10 percent lower than 2016.
