Trump infrastructure plan relies mostly on funding outside the federal government's control

The administration would also increase infrastructure investment by funding corporate loans and activity bonds, where they say they expect up to $40 of investment for every federal dollar spent.

"Not only are we not walking away from the federal responsibility, we're taking even more responsibility to ensure that we get infrastructure funding and permitting on a sustainable track for generations", the senior administration official said.

The budget was written before last Friday's budget pact, making the fiscal plan being released Monday all but irrelevant.

Topping the priorities in the budget plan is the $200 billion request in federal funds to spur about $1.5 trillion in infrastructure investments with state, local and private partners, Mulvaney said. Another $20 billion will go to "transformative programs", or infrastructure projects rooted in promoting new or innovative ideas.

Axios obtained and released a draft of the plan last month. Former President Obama also tried to address the problem through an executive order that instructed agencies to use better technology and work concurrently on their reviews in order to cut down on approval times.

The White House maintains that an 80 percent match is just a suggestion, not a requirement. Through a platform called, "one agency, one decision", they would create a lead federal organization to coordinate and work with other permitting agencies and come to a final decision on all projects within two years.

The White House also said its plan would call for changes aimed at widening the pipeline of skilled construction workers, such as allowing Pell Grants to be used for short-term credentials from places like community colleges and targeting federal work-study funding toward on-the-job training.

At the Conference of Mayors in January, Gribbin explained that the Trump administration would not be proposing a specific funding mechanism for the infrastructure plan, saying that will be a conversation with Congress. The plan includes a 3-trillion dollar deficit reduction over 10 years with big corporate tax cuts.

President Donald Trump's budget director says the budget that the administration sends to Congress on Monday will seek to move some of the billions of dollars in extra spending that Congress approved last week to areas that will reflect the president's priorities. Gribbin committed to leaving major pots of money intact, such as the Highway Trust Fund, but said that some existing spending may be "repurposed".

"While we certainly aren't opposed to talking about Gateway, we're not going to start the discussion of rebuilding our entire nation with a single - albeit large - project, especially not one where 90 percent of the benefits go to local transit riders", the White House official said.

The White House argues that funding is only one component of the president's infrastructure plan.
