The $200 billion in infrastructure spending will be paid for by reductions in spending in other federal programs, including other transit funding and grants through the Transportation Investment Generating Economic Recovery program, that will be outlined Monday with the release of Trump's federal budget. The federal cost for each project will be limited to 20% of the total, meaning local authorities will have to find the remaining 80%.

Half of the federal seed money would go toward an incentive programme to match financing from state and local governments investing in rebuilding projects, while a quarter of the appropriations would be used for rural projects in the form of block grants to states so governors may decide where to invest.

That's a radical departure from the way many projects are funded now.

Virtually 100 per cent of major infrastructure in the United States requires some form of federal permissions, officials told reporters. Those cuts included eliminating Title II teacher training grants and the 21st Century Community Learning Centers program that funds before- and after-school care, plus a number of smaller programs, including the Special Olympics. Again, this plan puts a much greater burden on local taxpayers and users.

The plan should stimulate investment of 1.5 to 1.7 trillion United States dollars in new infrastructure, according to the White House.

The U.S. government spends more money than it brings in through revenue, a gap known as the budget deficit.

The proposal will include 200 billion United States dollars of federal infrastructure spending to be deployed within the next decade.

Asked how the $200 billion infusion would be paid for, the senior administration official cited "a whole series of places where the administration is suggesting reduced funding" in their soon-to-be-released budget, declining to be more specific than an assurance it would be paid for "out of savings from other areas of the federal budget".

While majority of the market expected Trump to proceed with his massive infrastructure plan right away following the beginning of his term, some have also stated that this may lead to higher local and state taxes while there would be a rise in the reliance on toll, water, and sewer fees as well as airline ticket taxes and transit fares.

"This is one of the tools in the toolbox", Pat Jones, CEO of the International Bridge, Tunnel and Turnpike Association, said before Trump unveiled his plan. But lawmakers have not found a long-term solution for keeping the trust fund solvent, such as raising the 18.4-cent-per-gallon tax on gasoline, which was last raised in 1993. Trump will work with Congress to make changes, if needed.

But in the face of a divided U.S. Senate and congressional elections in November, administration officials acknowledged the plan faced a hard road to winning approval.

Administration officials have spent weeks talking about the infrastructure plan and trying to get some ideas and consensus from lawmakers on Capitol Hill and industry groups. "This is the start of a negotiation".

"Keep in mind I'm not Congressman Mick Mulvaney anymore", he said.
