Kim Jong Un invites South Korean President Moon to Pyongyang

Opening Ceremony

North Korea agreed to participate in PyeongChang after Games' host South Korea and the International Olympic Committee encouraged the reclusive, heavily-sanctioned state to participate as a gesture of peace.

Sunday's concert - the orchestra's second and final show - was expected to feature South Korean pop songs as well as North Korean music, and to be watched by Moon, Kim Yo Jong, and Kim Yong Nam, the North's ceremonial head of state. But the two sides rebuffed his efforts to organize a meeting between them during the games. The parties have also reiterated their desire to boost cooperation and dialogue between Pyongyang and Seoul.

Moon hosted talks and a lunch with Kim Yo Jong, the younger sister of the North Korean leader, at the presidential Blue House in Seoul.

He also called on the North to resume dialogue with the United States, but the behavior of the North Koreans and the Americans toward each other at the Olympics opening ceremony Friday in Pyeongchang illustrated the difficulties that lie ahead. Pence endorsed a change of tactics after Moon assured him the North Koreans wouldn't get economic or diplomatic benefits just for talking-they must take concrete steps toward denuclearization.

South Korea's Unification Ministry said Monday that the dialogue would be led by the two Koreas with cooperation and support from worldwide partners.

North Korea's move was estimated as a "charm offensive", with media outlets saying that Pyongyang could hardly have chosen a better ambassador than Kim Yo-jong.

On his flight to Alaska on Saturday, the vice president said he left Asia "encouraged that we will continue to work very closely to continue and intensify the maximum pressure campaign" against North Korea.

Winter Olympics 2018: North and South Korea march together
The agreement was seen as a breakthrough given the Koreas had not marched together at an Olympics for more than 12 years. At South Korea's Blue House, the sister of the North Korean leader left a warm message.

The officials say she responded that she was fine thanks to the president's caring arrangement. Such a meeting, if it came about, would mark the first inter-Korea summit since 2007.

Another Seoul-based expert said the decision to send a special envoy before holding the summit would help set up a table for dialogue between the U.S. and North Korea, which is the main agenda of the Moon administration.

With North Korea's leader Kim Jong Un having invited South Korean President Moon Jae In to Pyongyang for a summit, the focus is now on how South Korea can coordinate with the United States to leverage the initiative as an opportunity for denuclearisation talks.

US Vice President Mike Pence said Washington is open to entering into direct negotiations wth Pyongyang.

Saturday's meeting between Moon and Kim Yo Jang was the most significant diplomatic encounter between the two nations in years, while the younger Kim's trip to the south marks the first time a member of the North's ruling dynasty has visited since the Korean War, which ended in 1953.

United States forces surround North Korea with a ring of warships, tanks, soldiers and missiles in the Pacific. The Post reported that Pence and Moon hammered out the new strategy during conversations at the presidential Blue House and during a speed-skating event.

Pence and the North Korean delegation, who both attended the Games opening ceremony, had no contact with each other.
