Speaker Ryan says DACA immigration debate 'next big priority'

Conservative lawmakers say Congress is on track to pass a last-minute budget deal, pushed by Republican and Democrat leaders, that will raise caps on spending by $300 billion over two years.

If these spending amounts become the new baseline and future sessions of Congress do nothing to pare them back in the future, the effects of the budget deal would be much larger.

In an unusual and somewhat unprecedented move, Minority Leader Nancy Pelosi took to the House floor on Wednesday for more than eight hours to read the stories of several Dreamers facing uncertainty about their futures.

The proposal would raise the United States debt ceiling until March 2019. It would be the first multiyear, bipartisan budget deal reached since 2015.

Both chambers have until midnight tonight to act before government funding stops.

Conservative Republicans are also in opposition because of the major increases to domestic spending. Nondefense spending limits would be raised by $131 billion over two years - $63 billion this year and $68 billion in 2019. It would also authorize funds for disaster aid, community health centers, the Children's Health Insurance Program and fighting the opioid crisis. The effort got a boost from President Donald Trump on Wednesday evening. Special committees will also be established to work on budget and appropriations reform as well as pensions reform. The program, which began in 2012 under the Obama administration, grants work permits to approximately 800,000 undocumented immigrants - also known as "Dreamers" - who came to the us under the age of 16.

Democrats blocked a stopgap spending bill in January, triggering a three-day federal shutdown, in part to protest Congress' inaction on DACA, an Obama administration program Trump set to expire March 5.

Both the Senate and the House of Representatives need to approve the new two-year spending deal. As of Thursday afternoon, it's not clear if there are enough Republican votes to pass it in the House, meaning some Democrats would have to vote for it to reach a simple majority, a fact Ryan alluded to.
