
The House narrowly passed the budget accord in the pre-dawn hours, ending a brief government shutdown and clearing a path for huge spending increases for both the Pentagon and domestic programs.
Funding for the federal government had lapsed at midnight eastern time after Kentucky Republican Rand Paul stalled a Senate vote on a far-reaching budget agreement to fund the government through 22 March while also eliminating caps on government spending and suspending the debt ceiling for the year. President Donald Trump tweeted that he signed the bill, which will reopen the government.
The budget package, supported by Trump and agreed to by leaders from both Republican and Democratic parties, will increase defense and non-defense spending by about 300 billion USA dollars for the next two years, and raise the debt ceiling through March 2019.
The bill was later passed in the House despite opposition from both Republican and Democratic members.
The measure does not include anything about the Deferred Action for Childhood Arrivals (DACA) immigration program, which protects from deportation numerous almost 800,000 immigrants brought to the United States illegally by their parents as children.
Outside conservative groups such as the Tea Party Patriots helped power the Republican takeover of the House in 2010 in part by pushing to rein in federal spending following the 2007-2009 recession.
Just a few hours before the deadline, Paul took to the Senate floor to demand a vote on an amendment to keep budget caps in place, then launched into a filibuster that lasted into the small hours of the morning.

The impacts of Thursday night's shutdown, which came just weeks after Democrats and a handful of Republicans including Paul refused to support the last continuing resolution, were expected to be minimal.
