After brief government shutdown, parties agree to spending bill

Lawmakers push for budget vote to avert government shutdown | Miami Herald

The House narrowly passed the budget accord in the pre-dawn hours, ending a brief government shutdown and clearing a path for huge spending increases for both the Pentagon and domestic programs.

Funding for the federal government had lapsed at midnight eastern time after Kentucky Republican Rand Paul stalled a Senate vote on a far-reaching budget agreement to fund the government through 22 March while also eliminating caps on government spending and suspending the debt ceiling for the year. President Donald Trump tweeted that he signed the bill, which will reopen the government.

The budget package, supported by Trump and agreed to by leaders from both Republican and Democratic parties, will increase defense and non-defense spending by about 300 billion USA dollars for the next two years, and raise the debt ceiling through March 2019.

The bill was later passed in the House despite opposition from both Republican and Democratic members.

The measure does not include anything about the Deferred Action for Childhood Arrivals (DACA) immigration program, which protects from deportation numerous almost 800,000 immigrants brought to the United States illegally by their parents as children.

Outside conservative groups such as the Tea Party Patriots helped power the Republican takeover of the House in 2010 in part by pushing to rein in federal spending following the 2007-2009 recession.

Just a few hours before the deadline, Paul took to the Senate floor to demand a vote on an amendment to keep budget caps in place, then launched into a filibuster that lasted into the small hours of the morning.

Added conservative Democrat Henry Cuellar of Texas: "It's an easy 'yes'". We could have one better.

The impacts of Thursday night's shutdown, which came just weeks after Democrats and a handful of Republicans including Paul refused to support the last continuing resolution, were expected to be minimal.

US Stock Market Opens Higher After A Tumultuous Week
The market, now in its second-longest bull run of all time, had not seen a correction for two years, an unusually long time. This follows the Reserve Bank of New Zealand's decision to leave interest rates unchanged this morning, as widely expected.

AP Q&A: What it Means That Stocks Are in a 'Correction'
Ten-year Treasury yields fluctuated near their four-year highs, while the yen found traction as a haven from the stock turmoil. Advancing issues outnumbered declining ones on the NYSE by a 1.43-to-1 ratio; on Nasdaq , a 1.36-to-1 ratio favoured advancers.

There was far less drama in the senate, where the measure sailed through by 71 votes to 28 once Mr Paul's protest ran its course.

Trump appeared to take note, and urged voters to elect more Republicans.

He predicted Ryan would lose 60 to 70 Republican votes when the budget deal comes to the House floor. "The reason I'm here tonight is to put people on the spot". Congressional Democrats are hoping to renew protections for almost 800,000 immigrants who came to the United States as children illegally. Up to the final minutes, it was not clear the bill would pass in the House, and many Democrats held their votes, allowing the tally to creep slowly and giving no indication which way it might fall.

Democrats have sought to link the federal funding debate to a permanent solution for hundreds of thousands of Dreamers, who were shielded from deportation under the Obama-era program called Deferred Action for Childhood Arrivals (DACA).

Trump ordered an end to the Obama-era Deferred Action for Childhood Arrivals program past year. "I want people to feel uncomfortable", he said.

"I don't know why we are basically burning time here", an exasperated Cornyn said.

Other Democrats registered their disappointment with the lack of provisions on DACA and illegal immigrant Dreamers.
