US Senate approves budget deal, too late to avert shutdown

The Senate was expected to hold a vote on the measure at 1 a.m. and, if it passes, send it to the House of Representatives and then on to Trump, who could quickly sign it and nip the shutdown in the bud.

While it appears to have enough support in the Senate, the House may prove dicier.

Paul's fellow Kentuckian, Senate Majority Leader Mitch McConnell, and Senate Minority Leader Chuck Schumer, D-N.Y., had no intention of caving in, knowing that would inevitably spark demands for amendment votes by other senators.

"I don't think that we expect the budget deal to include specifics on the immigration reform", said White House press secretary Sarah Huckabee Sanders.

Paul railed against members of both parties, including Republicans for what he termed hypocrisy over concern about deficit spending.

Republicans pointed to money they have long sought for the Pentagon. That's still not the commitment Democrats wanted in exchange for their votes on the funding bill, but Ryan has suggested he wants a solution on DACA that can pass Congress, which suggests the need for Democratic votes anyway.

Democrats, disappointed that the measure does not address the status of Dreamers, have protested the spending package and their potential loss of leverage in future immigration negotiations if it goes through.

Some tea party Republicans shredded the measure as a budget-buster.

The defense cap would increase to $629 billion for fiscal 2018 and $647 billion for fiscal 2019 - a total of $165 billion over the existing cap. They are a hangover from a failed 2011 budget agreement and have led to military readiness problems and caused hardship at domestic agencies such as the Environmental Protection Agency and the IRS.

It would stave off a government shutdown ahead of a Thursday night deadline for a new short-term spending bill, and also extend the federal government's debt ceiling until March 2019, putting off for more than a year the risk of a debt default.
