Another Government Shutdown Starts After Congress Fails to Pass Spending Bill

Government Funding Lapses While Congress Looks To Vote On Budget Deal

If the plan is passed in the House of Representatives and signed by the president in the next few hours, the shutdown could be rescinded before the U.S. working day begins on Friday.

While Paul's performance in the Senate strained the patience of his colleagues, he focused on the same concern that caused so many House Republicans to oppose the bill - deficit spending.

Frustrations mounted as GOP Sen.

"I ran for office because I was very critical of President Obama's trillion-dollar deficits", he said.

Paul is protesting that the bill would usher in the return of trillion-dollar budget deficits.

"I can't, in all good honesty, in all good faith just look the other way", Paul said in a fiery and lengthy floor speech that consumed dwindling time that Congress had to act to avert a halt of non-essential federal operations. Up to the final minutes, it was not clear the bill would pass and many Democrats held their votes, allowing the tally to creep slowly and giving no indication which way it might fall.

The White House's Office of Management and Budget "is now preparing for a lapse in appropriations", an OMB official said on condition of anonymity late Thursday, calling on lawmakers to get the measure to Trump's desk "without delay". It would only keep the government running for six weeks, while Congress tries again to put together a budget deal that would not end until September 30, the end of the fiscal year. It comes on the heels of a hard week for the Trump Administration.

The current shutdown will continue until the bill gets president trump's signature.

The 28-year-old sister of the North Korean leader will be the first member of the Kim family to cross the border into the South. The Mangyongbong 92 also carried hundreds of supporters to the South Korean port of Busan on its last visit in 2002.

White House legislative affairs director Marc Short said the package would increase spending by "just shy" of $300bn.

"The hypocrisy is astounding", Paul said.

House Speaker Paul Ryan gave a similar assurance on Thursday, saying, "To anyone who doubts my commitment to solve this problem and bring up a DACA and immigration reform bill, do not". But now, he says, Republicans and Democrats are "spending us into oblivion". Congressional Democrats are hoping to renew protections for almost 800,000 immigrants who came to the United States as children illegally.

Both Republican Senate Leader Mitch McConnell and Democratic Leader Chuck Schumer said they were unwilling to compromise with Paul.

The House of Representatives must now agree to the deal.

Senate leaders are working to approve the measure Thursday and send it to the House for passage before the government begins to shut down at midnight.

The budget bill raises military and domestic spending by nearly $300 billion over the next two years.

Approval of the measure in the Senate seemed assured - eventually - but the situation in the House remained dicey.

And liberal stalwarts including top House Democrat Nancy Pelosi were also in revolt because the deal does nothing to protect young undocumented immigrants from deportation.

This agreement is the result of a fight that goes back to 2011 when an Obama-era impasse over the debt ceiling brought the American economy to near calamity, which ultimately resulted in the 2013 sequester, setting into law across-the-board budget cuts and establishing budget caps that would amount to $1.2 trillion in cuts over the next 10 years.
