The Latest: No ruling yet on Russian athlete appeals

"Based on the recommendation of the invitation review panel, the Olympic Athlete from Russia Implementation Group (OAR IG) has met to discuss the request by the suspended Russian Olympic Committee to invite 13 more athletes and two more coaches to the Olympic Winter Games PyeongChang 2018", the statement reads.

The group of 32 athletes - including six-time Olympic gold medalist Viktor Ahn, three former National Hockey League players and world biathlon champion Anton Shipulin - failed to pass mandatory IOC vetting, imposed as a result of Russian doping at the 2014 Games.

The IOC has banned Russia from the Pyeongchang Games over its "unprecedented systematic manipulation" of the anti-doping system, although individual Russian athletes can compete as neutrals if they meet stringent IOC criteria. Hundreds more have been barred, and many have gone to court seeking entry and causing last-minute chaos.

John Coates, the Australian IOC member who also oversees CAS operations, said Tuesday that the 32 had also filed appeals in Swiss courts, but didn't give details.

The IOC accused Russian Federation of systematic violations of anti-doping rules, particularly during the 2014 Sochi Olympics.

Another 32 Russian athletes have gone to the Court of Arbitration for Sport (CAS) to press their claims to be able to compete at the Winter Olympics.

"It's surprising that IOC Commission makes its decisions on the basis of some additional, suspicious, and anonymous information and accounts of one single fraudster", the commission said, referring to whistleblower Grigory Rodchenkov, who is the source of revelations on Moscow's state-sponsored doping. "Our commitment to both is in serious doubt and with respect I don't think we can talk our way out of this problem".

The IOC, which has cleared 169 Russians to compete at Pyeongchang, said that "not being sanctioned does not automatically confer the privilege of an invitation".
