More Russian athletes appeal Pyeongchang ban to CAS

"The IOC, we would never have expected this", Bach said as uncertainty lingers over the Russian athletes.

After the CAS decision, Russia's Olympic Committee requested that 13 active athletes and two who had become coaches be allowed to participate in the February 9-25 Games.

The Court of Arbitration for Sport said last week that there was "insufficient evidence" of anti-doping violations against 28 Russian athletes.

According to the statement, the grounds for the lawsuit were the non-transparent nature of the criteria that has been applied, the discrimination based on citizenship grounds, the illegal nature of the decision, failure to comply with the CAS verdict, damage to reputation, dignity and professional careers.

He added: "The reasoned decisions in high profile cases are critically important".

The Olympic Charter is a set of principles of Olympic Movement, adopted by the IOC and used by the organisation as its statute.

IOC had banned Russian Federation from participating in the Pyeongyang Olympic Winter Games on charges of engaging in doping by 'manipulating the anti-doping system at the Sochi Games in 2014.

It includes Mr Günter Younger, Head of the World Anti-Doping Agency (WADA) Intelligence and Investigations Department; Mr Pedro Goncalves, GAISF DFSU Project Manager in charge of the Pre-Games Testing Task Force secretariat; and Dr Richard Budgett, Olympic rowing champion and IOC Medical and Scientific Director.

The IOC has invited 169 Russians to compete in Pyeongchang as "Olympic Athletes from Russia" under a neutral flag, but has said it reserves the right to review and appeal the CAS decision.
