Ethiopia has been considering placing a ban on adoption of children by foreigners following controversies surrounding the process and reports on physical abuse and even death of Ethiopian children overseas. Department officials have suggested the numbers could rise if the US adoption community helped to address some countries' concerns about ethics and oversight.

But multiple instances of adopted Ethiopian children dying in the care of their American parents sparked an global debate on the issue. Actress Angelina Jolie is among the people who have adopted a child from the country.

That could have a big impact on the USA, where about 20 percent of kids adopted from overseas are Ethiopian.

Lawmakers said that it was introduced to shield Ethiopian children from abuse and neglect.

But many critics worry that child care centers will be overburdened, as there is not a widespread culture of adoption within Ethiopia.

Several Western countries have suspended adoption from Ethiopia over concerns of corruption within the system and its susceptibility to human trafficking. Denmark's social and interior minister Karen Elleman said that her government did not "have the confidence" that Ethiopian adoptions "live up to the requirements we have in regards to the adoption process".

However, some MPs raised concerns that there were insufficient services to cater for vulnerable children.
