Attorney General Jeff Sessions is sworn-in prior to testifying before the Senate Intelligence Committee on Capitol Hill June 13, 2017 in Washington, DC.

Attorney General Jeff Sessions is leaving open the possibility that a special counsel could be appointed to look into Hillary Clinton, Clinton Foundation dealings and a uranium deal during the Obama administration among other matters.

The prosecutors would "report directly to the Attorney General and Deputy Attorney General, as appropriate, and will make recommendations as to whether any matters not now under investigation should be opened, whether any matters now under investigation require further resources, or whether any matters merit the appointment of a Special Counsel", the letter read.

President Trump's top prosecutor is interested in further probing a wide range of incidences including how the FBI handled its investigation into the former secretary of State's private email server and claims of misconduct at the Clinton Foundation.

Appointing a second special counsel would be seen as a move to appease President Donald Trump, who has always been critical of Sessions and recently publicly aired his frustrations with the traditional divide between the White House and the Justice Department and his inability to aim the nation's premier law enforcement agency at his political adversaries.

To that end, the New York Times reported on Monday night, "People close to the White House believe Mr. Sessions can stop the president from firing him by appointing a special counsel to investigate the uranium deal".

Democrats will likely blast Sessions for caving to Trump's inappropriate demands if he follows through with the probe, the report noted.

In apparent anticipation of those concerns, Boyd said in the letter that Justice Department "will never evaluate any matter except on the facts and the law". "Professionalism, integrity, and public confidence in the Department's work is critical for us, and no priority is higher".
