Federal Bureau of Investigation claims Islamic State used eBay & PayPal to funnel cash into US

An ISIS funding network used fake eBay transactions to transfer money to the US according to a recently unsealed affidavit

The U.S. Federal Bureau of Investigation (FBI) uncovered a global scheme by the Islamic State terrorist group to use e-commerce giant eBay to transfer money to an alleged IS operative in the United States through fake transactions. The FBI claims that Elshinawy, in his early 30s, sold computer printers on eBay as a front in order to receive the payments through PayPal.

An American-born ISIS operative in his 30s was arrested previous year in Maryland when investigators uncovered the eBay terror scheme, according to The Wall Street Journal. The funds allegedly came from Siful Sujan, who was killed in a 2015 drone attack. He has pleaded not guilty to supporting the terror group, and now is in federal custody awaiting trial. ISIS has raised money through crowdfunding websites, social media fundraisers, and prepaid cards, according to a 2015 report from an worldwide task force that investigates and combats money laundering and terror financing.

But after his arrest in December 2015, Elshinawy claimed that he never meant to carry out such an attack and was only trying to get money from ISIS, according to a release from the US Department of Justice.

The Journal reports that Elshinawy told investigators he was told to use the funds for "operational purposes" within the U.S., which could include terror attacks.

An eBay spokesman told the Daily News that "eBay has zero tolerance for criminal activity on our marketplace and we worked with law enforcement to bring this individual to justice".
