Trump's health care timeline is off

McCain, battling cancer, returns to Senate for critical health care vote

What Meadows is referring to is the fact that the "skinny repeal" bill was not popular even among the Republicans who voted for it, as it mostly just repealed Obamacare's mandates without taking steps to replace the health care law.

Senate Majority Leader Mitch McConnell, R-Ky., and others continued to work on the skinny repeal effort all day Thursday.

Republican Arizona Senator John McCain cast the decisive vote to defeat the proposal, joining two other Republicans, Susan Collins of ME and Lisa Murkowski of Alaska, in opposing it, reports The New York Times.

The 80-year-old Arizona senator made a dramatic return to the Capitol on Tuesday after being diagnosed with brain cancer, when he cast a decisive procedural vote that for a time advanced the legislation.

The "skinny bill" would have repealed only a few key parts of Obamacare and came after broader legislation was defeated earlier in the week.

The bill would repeal the unpopular Affordable Care Act provision that requires most people to have health insurance or risk a fine from the IRS. "The skinny bill as policy is a disaster", he said.

And all the Democrats go: We won.

The "skinny repeal" - which was aimed at repealing the aspects of the Affordable Care Act that all factions of the conference agreed upon while leaving large portions in tact - was a last-ditch effort by leadership hoping to use the bill as a vehicle to conference with the lower chamber.

House Republicans slam Senate after health care vote
If moving forward requires a conference committee, that is something the House is willing to do. Their opposition is enough to sink the "skinny bill".

But one Pennsylvania constituent urged his Senator to break ranks from the Republicans and vote against the repeal.

In an interview before Friday's health care vote, Ryan said Republicans needed to do a better job of uniting the caucus on tax reform legislation than they did on health care.

House Majority Leader Kevin McCarthy, R-Calif., stoked Democrats' fears by warning members to keep their travel plans flexible. But its passage would have given House Republicans something they could have quickly agreed to and sent to President Donald Trump.

"I regret that our efforts were not enough this time", he said, addressing GOP leaders in the House, who would have gotten the approved "Skinny" Repeal next.

He was one of a handful of Republican senators who broke ranks to oppose an initial version of the GOP repeal and replace bill. Instead, they got 49 votes. If President Trump wants a legacy item he could get it by repairing something he has told the American people, is beyond fix.

House Speaker Paul Ryan, R-Wis., tried to provide that assurance by saying the House would be "willing" to go to conference if that was what was required to move a bill forward. "It is time to move on", Sen. The campaigns believe the three candidates are the likely top vote-getters in the primary, which will advance to a top-two runoff if no single candidate emerges with more than 50% of the vote.

Almost three months earlier, the House approved its health care package after several embarrassing setbacks.

But the parliamentarian advised that the language would violate the rules of reconciliation, the fast track budget maneuver Republicans are using that only needs 51 votes and is immune to Democratic filibuster.
